Joshua Forams is the secretary of Ocenocia to Queen Kida Kuuba. When ordered by Kuuba to allow Howard Jackson’s UMDA to use Ocenocia as an underwater base to uncover the mystery of the red algae, Forams oversaw UMDA’s initial investigation and aftermath cleanup of Octgoña’s attack.
